Police have arrested a man that they believe is responsible for the brutal beating of a man while visiting a local library.

According to authorities, police have arrested Timothy M. Altop, of Washington Court House in the brutal beating of Phillip Arumbrust.

Armbrust, 61, of Washington Court House was sitting in his vehicle on the lot of the Carnegie Public Library at around 10:30 p.m.on Monday, February 12 when he was approached by two unknown males.

The two males pulled Armbrust from his vehicle, assaulted him, and stole his cash, credit cards and laptop computer, according to police.

He was able to call 9-1-1 and initially reported that he had been shot in the face.

“His initial claim was that two males shot him in his head,” said Washington Court House Police Lieutenant Jeff Ruth.

When officers arrived on scene, they found that the victim wasn’t shot but instead was pistol whipped and brutally beaten.

The police department launched an investigation into the crime and later stumbled upon the stolen property and ski masks used in the crime along a bike trail in Washington Court House. The masks were collected as evidence and sent to a forensic lab for DNA analysis.

“As a result of a continuing investigation, evidence was received which led to the arrest of Tim Alltop,” said Washington C.H. Police Department Lt. Jeff Ruth. “According to the victim, there were two people involved so the investigation is ongoing.”

Alltop, who has been charged with a first degree felony of aggravated robbery, is scheduled to be arraigned in Washington C.H. Municipal Court today. He is being held in the Fayette County Jail on a $50,000 bond.
